Minister Fast Meets India's Minister of Commerce and Industry

    Yesterday, International Trade Minister Ed Fast held his first face-to-face meeting with Anand Sharma, India's Minister of Commerce and Industry, in New York City.

    Both ministers conveyed their shared commitment to continuing to broaden and deepen our economic and social ties, and agreed the next round of negotiations aimed at producing a comprehensive economic partnership agreement between Canada and India should take place in October in Canada.
    A recent joint study estimated that a free trade agreement between the two countries has the potential to boost Canada's economy by $6 to $15 billion, creating jobs and prosperity for Canadian workers and for businesses of all sizes in every corner of the country.
    At the conclusion of their meeting, Minister Fast, on behalf of the Government of Canada and all Canadians, personally invited Minister Sharma to visit Canada again at his earliest convenience to personally continue their productive dialogue and progress. Minister Fast also committed to personally visiting India for the same purpose in the near future.

    Americans have to look at Spain and see just how the Spanish debt, like the American structural deficit, because of reckless government spending policies on borrowed money has skyrocketed. Economists for a few years have urged Spain and now America to embrace austerity measures without much political success from either country.

    Both countries continue following previous wasteful government spending on borrowed money for similar failed ideologies for a green energy economic policy. Spain now has an official unemployment rate of 22%.

    Obama’s stimulus 1 resulted in the loss of 2.4 Million American jobs and a  combined loss of over 6 Million Americans being out of work, lost a job or not even looking for a job thanks to his administration’s failed policies of progressive socialized liberalism.

    His stimulus 2, at a cost of an additional half a Billion dollars, just more  recycled failed ideas of smoke and mirror rhetoric for hope and change from Keynesian and Marxists economic philosophies and theories based on his stimulus 1 at a cost of close to $1 Trillion dollars of borrowed money.

    From the very beginning, of his campaign for the position of President and without having any executive or management skills and relying on his political experience as a congressman and union community organizer, Obama could not answer questions over and above his pay scale or grade, as he himself admitted.

    Unfortunately the progressive liberal left leaning extremism ideologies of main stream media because of their biased support of democrats never openly, transparently or honestly vetted Obama’s background as a candidate or his experience, economic theories, political philosophies, work history as a union community organizer or complete lack of creating jobs in the private sector free market system during his campaign for the position of President.

    This junior Obama administration has mishandled the American economy, based on his support for the Marxist political ideologies and failed Keynesian economic theories for radically and fundamentally changing rules and regulations of a free market enterprise system on a daily basis that continues a financial crisis which shall make every American citizen and the next generation of American youth permanently poorer.

The Government of Canada Highlights the Contributions of Small Businesses and Entrepreneurs to the Economy

CATHARINES, ONTARIO - Today, the Honourable Gary Goodyear, Minister of State for the Federal Economic Development Agency for Southern Ontario was at the Niagara Interactive Media Generator (nGen) in St. Catharines to help celebrate the substantial economic contributions being made by small business owners and entrepreneurs across the country.



    He was joined by Rick Dykstra, Member of Parliament for St. Catharines."Our government is taking the necessary steps to ensure that Canadian businesses drive innovation, productivity, job creation and economic growth," said Minister of State Goodyear.

    "We look forward to supporting entrepreneurs as they create jobs in St. Catharines." Small and medium-sized businesses account for nearly 99 percent of the 1.1 million employers in Canada. Of these, 98 percent employ fewer than 100 people and approximately three quarters have fewer than 10 employees. Furthermore, these small businesses are responsible for about half of the total jobs in the private sector.

    "By investing in key economic development projects like nGen, we are maintaining and further establishing St. Catharines and the Niagara region as a key contributor to the economy," said MP Dykstra. To help support these engines of the economy, the Government of Canada is lowering the small business tax rate, reducing the regulatory burden and ensuring that companies have the tools they need to succeed.

    The Government of Canada invested $3,028,000 dollars for the Niagara Interactive Media Generator (nGen) through FedDev Ontario's Community Adjustment Fund. This investment has helped nGen expand its facilities and strengthen its sustainability as a hub for interactive media development in St. Catharines and the Niagara Region. The Community Adjustment Fund in southern Ontario has created immediate employment opportunities and support for local economies that have been struggling with the effects of the global economic downturn. FedDev Ontario was created as part of Canada's Economic Action Plan to support businesses and communities in southern Ontario.

    Now in its third year of operation, the Agency has launched a number of initiatives to create a Southern Ontario Advantage and place the region in a strong position to compete in the global economy. Harper Government Invests in New Energy Efficiency Initiatives

    StarBuzz Weekly, Toronto-ottawa  The Honourable Joe Oliver, Minister of Natural Resources, announced today that the Government of Canada is investing $78 million over the next two years to create jobs in the energy sector and save Canadian homeowners money while improving energy efficiency. Today’s announcement will also improve energy efficiency in buildings, industries, vehicles and consumer appliances.

    Canadians gave our Government a strong mandate to complete our economic recovery and focus on continued job growth,” said Minister Oliver, speaking in Ottawa. “Support for energy efficiency is an effective way to both create high-quality jobs for Canadians and save homeowners money.

    The Next Phase of Canada’s Economic Action Plan promotes job creation through investments in energy efficiency and clean energy technology. The ecoENERGY Efficiency initiatives will help improve energy efficiency, reduce greenhouse gas emissions, improve air quality and save money for Canadians and Canadian businesses. These initiatives are expected to reduce greenhouse gas emissions by approximately four megatonnes, which is the equivalent of removing over one million cars from the road.
                The ecoENERGY Efficiency initiatives will implement additional standards, regulations and other cost-effective measures to help Canadians use energy more efficiently. New labelling, benchmarking, training and information sharing tools will help Canadians improve energy performance in all sectors of the economy.
    These initiatives will achieve a number of objectives, such as establishing a more stringent National Energy Code for Buildings with provinces and territories, the implementation of new energy management system standards for industrial facilities and upgrade new home energy rating systems to adapt the latest technologies.

Minister Baird Marks Next Step in Making Trade and Travel over Canada-U.S. Border Easier

    StarBuzz Weekly, Toronto-No. 249 - August 29, 2011 - 2:15 p.m. ET) Foreign Affairs Minister John Baird today delivered on a pledge to Canadians to release two reports summarizing consultations on the Shared Vision for Perimeter Security and Economic Competitiveness.

    “Canadians recently gave our government a strong mandate to focus on the economy and secure Canada’s recovery,” said Minister Baird. “Speeding up legitimate trade and travel between Canada and the U.S. is important in that regard, and I want to thank people who took the time to provide us with so much thoughtful input.”

    The reports summarize public input received on two important issues: regulatory cooperation between the two countries and security and trade across the shared border.
    In total, the Government of Canada received input from more than 1,000 Canadians and almost 200 submissions from groups and organizations, including business groups, provinces and territories, municipalities, organized labour, civil society groups, academics and think tanks. Both sets of consultations were conducted in spring and summer 2011. 
    “These are important issues for Canada and Canadians, and the response we received certainly reflects that,” said Minister Baird. “This feedback will help ensure Canada’s interests are protected as we move forward.” 
    Prime Minister Stephen Harper and U.S. President Barack Obama announced the Shared Vision for Perimeter Security and Economic Competitiveness and the creation of a Regulatory Cooperation Council on February 4, 2011. Senior officials from both countries are currently in discussions to develop joint action plans for the shared border vision and the Regulatory Cooperation Council. Both plans are expected to be released in the near future once details are finalized.

Canada Well Positioned to Face Global Economic Challenges, Flaherty Tells Finance Committee

    StarBuzz Weekly, Toronto- Ottawa, August 19, 2011- The Honourable Jim Flaherty, Minister of Finance, today told the House of Commons Standing Committee on Finance that Canada is well positioned to face global economic challenges despite renewed uncertainty generated by concerns about the U.S. economic and fiscal situation and the continuing debt problems in Europe.

    “Canada is the only G-7 country to have regained all the output and jobs lost in the global recession. Canada’s net debt burden is markedly lower than that in most other major industrialized countries, and our fiscal fundamentals are sound and sustainable over the long term,” Minister Flaherty said.“We have a low-tax plan for jobs and growth and the resolve to stay the course.

    The Next Phase of Canada’s Economic Action Plan will preserve this country’s advantage in the global economy; strengthen the financial security of Canadian workers, seniors and families; and provide the stability necessary to secure our recovery in an uncertain world.”

    Acknowledging the volatile economic environment around the world, the Minister told committee members that the global recovery from the financial crisis—especially in the United States and Europe—is fragile and that growth expectations should remain modest.  Looking to the future, Minister Flaherty noted, “In a very uncertain global economic situation, one of the best strategic contributions that the Government can make to bolster confidence and growth in Canada is to maintain our strong fiscal position.

    ”The Government will maintain its plan to return to balance a year early, by 2014–15, through its deficit reduction action plan, which will achieve $4 billion in annual savings once it is fully implemented three years from now.Minister Flaherty said he will continue to monitor developments closely and provide an update of the economic and fiscal outlook for this year and beyond in the Update of Economic and Fiscal Projections, to be released this fall.

    StarBuzz Weekly, Toronto-August 8, 2011-BRAZIL- The two leaders held a productive exchange of views today, August 8, in Brasilia, and reaffirmed that Canada and Brazil will enhance their bilateral partnership based on common objectives of enhancing and promoting democracy, human rights, social inclusion and sustainable development.
    The President and the Prime Minister launched the Brazil-Canada CEO Forum as a new mechanism for the private sector to contribute to increasing trade and investment between the two countries and to policy discussions affecting commercial relations. Mr. Murilo Ferreira, of Vale, was nominated co-chair by the Brazilian side, and it was decided that six CEOs from each country would be invited to take part.

    They announced the creation of a Strategic Partnership Dialogue to foster discussions between Foreign Ministers on bilateral, regional, international and global issues. These talks will complement and provide the political context for other high-level bilateral instruments, including the Joint Economic and Trade Council and the annual Bilateral Political Consultations. Both leaders expressed support for the initiation of exploratory talks between  MERCOSUL and Canada, intended to allow both sides to gather elements needed to assess how best to enhance their trading relationship.  

    With both countries as global leaders in the production and trade of agricultural goods, the President and Prime Minister reaffirmed their commitment, through the Consultative Committee on Agriculture and other forums, to continue collaboration in the areas of agricultural policy, research, sanitary and phytosanitary measures and the agri-environment and to work towards the removal of unnecessary barriers to bilateral trade of agricultural products.

    Considering that Brazil will host the 2014 FIFA World Cup and the 2016 Olympic and Paralympic Games, and recalling Canada’s experience in organizing events such as the 2010 Winter Olympics in Vancouver, the leaders welcomed the signing of the Memorandum of Understanding on Cooperation in the Field of Governance and Legacy for the Organization of Olympic and Paralympic Games, aimed at intensifying bilateral investment and cooperation, particularly on infrastructure, safety, and security.

    They agreed that fostering people-to-people links will enrich and strengthen Brazil-Canada relations. They decided to work together to continue to increase the flow of travelers between the two countries. They applauded the signature of a new, modern and flexible open skies-type Air Transportation Agreement and of a bilateral Agreement on Social Security. The leaders agreed that the two countries have converging interests in energy-related matters, including offshore oil and gas, biofuels and renewables. They decided to establish an Energy Dialogue to enhance bilateral dialogue and collaboration on energy issues. 

    The leaders underlined the vital contribution of education and innovation to enable both nations to rise to the challenge of globalization in the 21st century, particularly in the realms of job creation and competitiveness.

    They were pleased by the first results of the Memorandum of Understanding on Scientific Cooperation and Academic Mobility, signed in August 2010, recommended enhancing the links between educational institutions from both countries and agreed that both countries should work on an Action Plan to streamline and enhance bilateral educational cooperation, encouraging additional contributions by the private sector.  Prime Minister Harper took note of President Rousseff’s recent announcement of the “Ciência Sem Fronteiras” (Science without Frontiers) program, which entails 100,000 scholarships for Brazilian students to study abroad, with a focus on engineering, medicine and technology, among others.

    He looked forward to welcoming Brazilian students who wish to take advantage of Canada's high quality education programs and research excellence. Prime Minister Harper agreed that more Canadian students should also take advantage of opportunities to study in Brazil. He also noted that an important delegation of Canada university presidents would attend the second Conference in Education in the Americas, to be hosted in Brazil next April.  They signaled the strategic importance of the newly established Canada Brazil Joint Committee for Cooperation on Science, Technology and Innovation.

    They agreed on the development of an Action Plan focusing on the research, development and commercialization of joint projects in biotechnology and life sciences, ocean technology, information and communication technology, clean energy, green technologies, and nanotechnology. They expressed their support for the organization of the “Brazil-Canada 3.0 Conference”, in 2012, gathering government officials, researchers and private sector representatives related to the information and communication technology sector. 

    They affirmed their desire to initiate a Space Cooperation Dialogue and instructed the appropriate agencies and institutions in the two countries to explore possible avenues for cooperation in the use of outer space for peaceful purposes. They took note of progress in the bilateral dialogue and cooperation on defence issues. In this context, they welcomed the realization of the next Political-Military Talks, to take place later this year, as well as the current negotiation of a legal instrument to provide a framework for the Brazilian-Canadian cooperation on Defence. The leaders also welcomed the signing of the Memorandum of Understanding on International Development Cooperation Effectiveness. Common interests in the area of development were discussed, particularly in Haiti, in view of strong Brazilian and Canadian engagement in that country. Among other initiatives, President Rousseff expressed Brazil’s interest in the development of Haiti’s energy sector, in particular the construction of Artibonite 4C hydropower plant.  

    They reaffirmed their commitment to help maintain stability, strengthen democratic institutions, and contribute to the long-term development of Haiti, to help its people and its new government. They underlined the key role played by the United Nations Stabilization Mission in Haiti (MINUSTAH). They expressed their shared concern about the drought in East Africa and the importance of working with experienced partners, such as the World Food Programme, in response to this crisis.

    The leaders welcomed the return of Honduras to the Organization of American States (OAS). They reiterated their support for the Inter-American system, including the Summit of the Americas and the OAS, and undertook to work together to make it as coherent, transparent and efficient as possible.  They affirmed the valuable contributions towards democracy, peace, cooperation, security and sustainable development made by regional and sub-regional integration efforts and agreements, including the Union of South American Nations, the Southern Cone Market and the North American Free Trade Agreement. The leaders noted the interdependence of peace, security and development. They recognized the pressing need to make the governance of the multilateral system more efficient and effective and to achieve progress in reform of the United Nations. They agreed, in particular, on the importance of reforming the UN Security Council to make it more representative and efficient. They expressed their support for the adoption of the Declaration of Principles on the Open Government Partnership in the 66th United Nations General Assembly.  They also had an in-depth exchange of views on the current global economic situation and recalled that Canada and Brazil weathered the global financial crises successfully thanks to solid financial regulation and prudent macroeconomic management. They expressed their desire to continue to work together in the World Trade Organization to successfully conclude the Doha Round, as well as in the G20, most notably through the process for a Framework for Strong, Sustainable and Balanced Growth, co-chaired by Canada.   They discussed the upcoming 17th Conference of Parties under the UN Framework Convention on Climate Change and the 7th Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol, in Durban, South Africa, and reaffirmed their intention to work together.

    They underscored the importance of achieving a successful outcome in Durban.  The leaders reiterated their intention to work closely in preparation for the United Nations Conference on Sustainable Development, which will be held in Rio de Janeiro, Brazil, in 2012 (Rio+20). They exchanged ideas on the green economy as a tool for sustainable development, as a means for fighting poverty and generating growth and jobs. President Rousseff and Prime Minister Harper expressed their satisfaction with the momentum and future prospects of the relationship between Brazil and Canada as partners. In this context, the Brazilian President accepted an invitation to visit Canada.

The two leaders further committed to work together on common areas of interest with a Memoranda of Understanding on Olympic Games Cooperation and on International Development Aid Effectiveness. 

    “Brazil is a major global economic player and a key priority market for Canada,” said Prime Minister Harper.  “These agreements will benefit both countries by promoting greater two-way flow of people, goods and services, enhancing our competitiveness and further strengthening our partnership in key areas of shared interest.”  

    The Air Transport Agreement is expected to benefit Canadian travellers and businesses in various sectors, including the tourism industry, by providing them with greater choices in airline services, destinations as well as lower prices.  Both countries have agreed to make the new air rights available to airlines immediately, pending the formal ratification of the agreement.   The Prime Minister witnessed the signing of three additional agreements:   The Agreement on Social Security between Canada and Brazil will bring immediate benefits to Canadians and Brazilians by coordinating pension benefits between both countries.  It includes a number of key measures that will improve access to benefits for Canadians and result in savings for Canadian companies operating in Brazil. 

    The Memorandum of Understanding on Olympic Games Cooperation with Brazil will involve sharing Canada’s recent experience in hosting and organizing the 2010 Winter Olympic and Paralympic Games.  Brazil will host the Summer Olympic and Paralympic Games in 2016 in Rio de Janeiro.  The Memorandum of Understanding on International Development Aid Effectiveness with Brazil advances the partnership between both countries on providing tangible and measurable development assistance to nations in need. Minister Baird’s Visit to Washington Highlights Canada’s Commitment to Jobs and Economic Growth with United States

    StarBuzz Weekly, Toronto- August 4, 2011 - 3:30 p.m.- John Baird, Canada’s Foreign Affairs Minister, today successfully concluded his first formal bilateral meeting with his American counterpart, U.S. Secretary of State Hillary Rodham Clinton. Minister Baird will also meet with other senior officials while in Washington as he reaffirms the importance of the Canada-U.S. relationship.

    “Canada and the United States both benefit from having what is, quite possibly, the world’s most successful bilateral relationship ever and we are looking to further improve relations,” said Minister Baird. “Canadians recently gave our government a strong mandate to focus on Canada’s economic recovery. Strong relations with our largest trading partner and closest neighbour are vital to our success in that regard.”

    Minister Baird and Secretary Clinton discussed, among other things, the global economic recovery and the Shared Border Vision initiative announced by Prime Minister Stephen Harper and President Barack Obama on February 4, 2011.
    “Stronger cooperation between Canada and the United States simply makes sense. The vision initiative will speed up the legitimate movement of people and goods between our two countries, while protecting our borders and the privacy of our citizens,” said Minister Baird.Minister Baird and Secretary Clinton further discussed the situation in Libya and the current unrest in Syria.

    Canada and the United States both strongly condemn the ongoing violent crackdown by the Syrian regime against its own people and will continue to work with international partners to enhance sanctions against the Assad regime. While in Washington, Minister Baird also met with Suzan Johnson Cook, Ambassador-at-Large for International Religious Freedom, to discuss the operation of her office at the State Department. In the June 2011 Speech from the Throne, Prime Minister Stephen Harper committed to creating a new Office of Religious Freedom.

    “I used the opportunity to draw on the experience and expertise of the Ambassador and inform her of Canadian efforts to support religious freedom around the world,” said Minister Baird. “The issue of international freedom of religion is a matter that the Government of Canada takes very seriously. While still in the planning stages, we envision this office as part of our efforts to promote human rights, encourage the protection of religious minorities around the world and promote Canadian values.”

    The Bank of Canada today announced that it is maintaining its target for the overnight rate at 1 per cent. The Bank Rate is correspondingly 1 1/4 per cent and the deposit rate is 3/4 per cent.

    The global economic expansion is proceeding broadly as projected in the Bank’s April Monetary Policy Report (MPR), with modest growth in major advanced economies and robust expansions in emerging economies.

    The U.S. economy has grown at a slower pace than expected and continues to be restrained by the consolidation of household balance sheets and slow growth in employment. While growth in core Europe has been stronger than expected, necessary fiscal austerity measures in a number of countries will restrain growth over the projection horizon.

    The Japanese economy has begun to recover from the disasters that struck in March, although the level of economic activity in that country will remain below previous expectations. In contrast, growth in emerging-market economies, particularly China, remains very strong.

    As a consequence, commodity prices are expected to remain at elevated levels, following recent declines. These high prices, combined with persistent excess demand in major emerging-market economies, are contributing to broader global inflationary pressures. Widespread concerns over sovereign debt have increased risk aversion and volatility in financial markets.

    In Canada, the economic expansion is proceeding largely as projected, although the expected rotation of demand is somewhat slower than had been anticipated. Household spending remains solid and business investment robust. Net exports remain weak, reflecting modest U.S. demand and ongoing competitiveness challenges, particularly the persistent strength of the Canadian dollar. Despite increased global risk aversion, financial conditions in Canada remain very stimulative and private credit growth is strong.

    Following an anticipated slowdown in growth during the second quarter due to temporary supply chain disruptions and the impact of higher energy prices on consumption, the Bank expects growth in Canada to re-accelerate in the second half of 2011. Over the projection horizon, business investment is expected to remain strong, household spending to grow more in line with disposable income, and net exports to become more supportive of growth. Relative to the April projection, growth in household spending is now projected to be slightly firmer, reflecting higher household income, and net exports to be slightly weaker, reflecting more subdued U.S. activity. Overall, the Bank projects the economy will expand by 2.8 per cent in 2011, 2.6 per cent in 2012, and 2.1 per cent in 2013, returning to capacity in the middle of 2012.

    Total CPI inflation is expected to remain above 3 per cent in the near term, largely reflecting temporary factors such as significantly higher food and energy prices. Core inflation is slightly firmer than anticipated, owing to temporary factors and to more persistent strength in the prices of some services.

    Core inflation is now expected to remain around 2 per cent over the projection horizon. Total CPI inflation is expected to return to the 2 per cent target by the middle of 2012 as temporary factors unwind, excess supply in the economy is gradually absorbed, labour compensation growth stays modest, productivity recovers, and inflation expectations remain well-anchored.

    The Bank’s projection assumes that authorities are able to contain the ongoing European sovereign debt crisis, although there are clear risks around this outcome.
    Reflecting all of these factors, the Bank has decided to maintain the target for the overnight rate at 1 per cent. To the extent that the expansion continues and the current material excess supply in the economy is gradually absorbed, some of the considerable monetary policy stimulus currently in place will be withdrawn, consistent with achieving the 2 per cent inflation target. Such reduction would need to be carefully considered.
